It means that God being a monarch deprives people of the freedom to participate in law making and all are certain to fall short in the eyes of the king since they are not represented by elected citizens to lobby on their behalf. It's a play on the phrase of taxation without representation. That's my attempt at non political English in response to your quasi-political meme.
