If there is a real organization developing alien technology, it helps to have absurd stereotypes about their activities; because, Then they can ridicule any research into it and stereotype the best research, along with the most idiotic claims, as part of their cover up, dividing the public into irrational "believers," and those that trust their leaders, with only a small fraction seeing through this scam!
