Wow "the effect the karma" on top of a picture of Jews during the Holocaust from trancend.org seems to blame them for their plight.
"voting is the institution made up of the fearful the ignorant and the greedy" appears to imply the people in power are those people and that they're using voting to harm others.

This meme is cryptic and people can draw polar and opposing views of what it really means. Sounds a lot like "subject to the jurisdiction thereof", which in the constitution, isn't actually defined.
