I've worked in the healthcare payments field for DECADES, have had an article on the subject published in a peer-reviewed journal and have been a co-author of legal briefs submitted to appellate courts on the subject of healthcare payments.
The REALITY of the situation is people who think this would be a workable system just don't know the real situation.
And regarding "it works in other countries"--no, it doesn't. In other countries you don't have lawyers constantly threatening to sue hospitals, etc., claiming malpractice, fraud, or whatever. The result is that PHYSICIANS (who are NOT hospital employees) practice "defensive medicine"--they do loads of test to have "paper" to back up their opinion. You don't have private health insurance companies constantly saying they need to raise premiums because they lost money in the STOCK market. You don't have "audit" companies that tell insurers, "you should pay less", and then the audit company gets a percentage of the "savings" from the insurance company not paying what it contractually agreed to pay.
