Make a meme that has to do with whatever theme you wish to establish, and after you create it just click the box that says Edit meme. Type in the name of that theme and the length of time you want it to go on for

Basically anyone can decide to host a theme week. But it's best to have at least one co-host, and it's best if one of the hosts is fairly well known on the site. Or at least to recruit some of the top users to help promote it. Set dates and a name, then use some meme submissions to promote it ahead of time.
