What I have read is that the "policy," was introduced on September 25, 1996 as HR 2022, The Immigration Reform and Immigration Responsibility Act of 1996, by Congressman Dunn, a Republican from Florida. It was passed by a vote of 254 for and 165 against, most of the votes for from Republicans led by Congressman Gingrich, and most of those voting against were Democrats. It was attached to the Omnibus Funding Bill which was signed on September 30, 1996 by Bill Clinton in order to assure that the government remain funded on October 1, 1996. In the 22-years that followed Presidents Clinton, Bush and Obama did not use this law to imprison children for the purpose of making immigration for of asylum unattractive, as the Punk President (the current Republican president) said he did. If you do not feel the photos of small children (babies) in cages are unacceptable, you love children far less than I and most reasonable people I know.
