Wait - now I remember. The name was Freshen Up. Could be a regional thing though.

I seem to remember something called SQUIRT gum. But yes, I have heard of Freshen-Up

I Googled 'squirt gum'. It was a gag item. You offered it to a friend, then squeeze liquid in their face.
