That's what a lot of people think, but there's a verse where God curses the serpent to "crawl" on his belly. Now if he was already a snake it wouldn't make sense for Him to curse him to do something he was already doing, ergo he was a lizard and the curse caused him to lose his legs and instead of walk on his legs now slither on his belly.
