Private Prisons have an incentive NOT to rehabilitate!

If public prisons effectively rehabilitate inmates then crime & prison population can be reduced; enabling workers to be transferred to the education system to address root causes of crime before problems begin! In private prisons the motive is to maximize profits; which means successful rehabilitation reduces their contract and profits, even if their rhetoric says otherwise!
