I use Snagit. I had to play around with the borders and colors to get it somewhat close. I'm still new to all of the picture manipulation.

How can I make one, too?

I posted both blank templates (DashHopes' and mine) in the conversation above. You'll just right-click on the one you want and "Save picture as" locally to your machine. Then you can chooses to "create a meme" and "upload an image". You'll pick the template you just saved and "upload". That's it! :-)
