Yes, it means "Teaching", but at the same time, it is the law regardless. So when Deuteronomy 27:26 reads "Cursed is anyone who does not keep the law to do them", it means exactly that.
What we're left with now, is wheteher we trust Christ alone for our salvation, or we must keep the Law perfectly (Romans 10:2-4). And even if you do that, your obedience, is filthy rags to the Lord (Isaiah 64:6).
That is why no flesh shall be justfied by the law, for through it comes the knowledge of sin (Romans 3:19-20).
