Actually -- NO. There was an episode of TNG where the two of them meet and they are discussing things. The point was to show they are actually OPPOSITES. Spock is a humanoid who is trying to get rid of all emotion. Data is a manufactured life form that is trying to become MORE human-like. In fact, in the MOVIES--which take place later in the timeline--Data HAS been given emotions.
