You're suggesting the possibility that the government --be it state or federal-- is INTENTIONALLY withholding funding to schools just so the kids can grow up to be criminals who will eventually wind up in prison? All this for money??
The cities where they cut funds to schools, as part of "reform" are the same cities with the highest murder rates! The same cities that refuse to spend on education, have no concerns about spending on prisons or courts! And you're telling me you can't understand why they call this the "School to Prison Pipeline," and how simple it would be to to reduce murder rates by increasing education funds? I just thought it would save money.
