Just a suggestion, the mods might not see your meme, but they say they read feedback sent in by users imgflip.com/feedback and email to [email protected]
When I use that shade of blue for captions, I usually switch the font shadow color to white.
As far as rotated captions, I've done it a couple times. You can make a meme a meme with captions, then download, rotate and crop the part of the image you want, then use that in a new creation like this one: A bit cumbersome, but it can be worth the effort.
