Yes, scientist often failed in avoiding bad consequences of their discoveries, but there is hope. Recently some people at CERN discover a Quark fusion reaction that is much more energetic that deuterium fusion. When they published it they reported that they had frist checked from all sides if weapons could be built with it, and only after this could really be denied they published - otherwise they would have kept it secret. Perhaps scientists are finally learning that humanity is not mature enough for everything they might find.
