Not 100 percent sure about your situation, but if I have three available submissions and only use one, I will temporarily get knocked back to two. If I use both of those next time, I will have three available the next day. If I have three available and use zero, two or all three of them, I will have three available the next day. If you only have two available, use 'em both and see if that gets you back to three.
