So, by your logic, Reagan gets all of the blame for having the IDEA and TALKING about it?

Meanwhile, Clinton gets none of the blame for actually putting it into place 14 years after Reagan suggests it? I'm sure that Clinton took all of the credit for it at the time, didn't say "Hey, Ronny, thanks for that great idea!"...Or, did he say "I really don't want to sign this, but I'm being forced to by Reagan's Illuminati"? Or maybe Clinton just couldn't think of any ideas* (good or bad) on his own?
