As much as one can appreciate the sentiment in this quote, it is not logically coherent.
"Not to speak is to speak" is a contradiction.
"Not to act is to act" is a contradiction.

That's not true. And it's even proven in public law. To not take action against evil is to aid and abet. If you know someone is embezzling money from your company, but don't speak out and take action you will be legally accountable. To not speak out against evil is to condone evil by default. Silence in the face of evil speaks volumes. And not taking action is in itself making a choice to not act, which is an action. It's not contradictory.

Those sentences are indeed contradictory and you should distinguish between law and logic. Because a law says something makes it the law, but it does not make it true. Under the U.S. Constitution as originally written black people were regarded as "less human" than white people. That it was in the Constitution, made it law, it didn't make it true.

Both of these sentences (in the quote) are structured as ~A = A which is never true. " ~A = A" was something embraced by irrationalists (e.g. Jean-Paul Sartre).

So what you're saying is that if your spouse was sexually abusing your children but you did nothing to stop them, then you should not be held morally responsible....Sorry, your argument doesn't hold up just because some laws in the past have been immoral. Those laws were changed. But law or not, right and wrong is a matter of morality, and it is immoral to not stand against evil.

That is not what I said at all. It appears that you are conflating an idea with the way it is expressed.

Look what you said, "..it is immoral to not stand against evil." This wording is absolutely fine. You are wording it better than the quote you are giving us. It seems you do not understand the point of what I have been saying. Perhaps if I give you an example, then you might understand.
