I wasn't around here when it existed, but it would make SO MUCH MORE SENSE! It's better to have the balance be visual, and ineffective to how the memes are treated (I.E. no more demotions or low-rate blocks.)

Only if they see them. That's what the FLAG option is for. If a user posts a meme saying that User B is a big fat poopyhead, even with a million upvotes, it would be trounced back into submission for TOS violation.
