This is premature. The provision to eliminate the penalty was not in the House version of the bill. The bill must go to conference committee to work out the differences between the House and Senate versions of the bill. Both houses will have to vote on the conference committee version (whatever it ends up being). If this provision is in the final version of the bill and passes both houses, it will then go to the President's desk for signature. If that happens, then the fine is expected to be gone in 2019. For 2018, it will still be there.
