One does not simply submit an empty meme

Is this just to keep sub numbers up, or accidental?

If you can't think of an idea for your third meme say so in the meme.
But yeah, some people do it to keep their submissions up for the next day and it could be that they generated an empty template by accident because I've done that. But submitting it is no accident. I deleted the empty meme and went back to fill it in.

I've got memes stacked up to the roof waiting to be submitted, it's a matter of choosing which ones to Submit you all to!
