A character called Louis Balfour from a UK sketch show called "The Fast Show". He was the presenter of a show called Jazz Club (that's "JC" and drums behind him) He would introduce the shows guests and after each one would turn to another camera and say "nice" or "great". The guy in your meme was another "Fast Show" character called Rowley Birkin QC (a QC being Queen's Counsel a sort of good lawyer) He would mumble through a story with occasional clarity - frugh droade ejsoe then an eagle appeared urdk mavd ejeipr the shiniest shoes I've ever seen ejejr etc. The end line would always be "I'm afraid I was very very drunk" Hope that helps :)
