The unintended consequence is corporate welfare. You can't deny a person a job based on race, religion, or gender, but you can deny them employment if they don't meet the minimum requirements. Likewise, higher education has fallen victim to the welfare trap. it's all about the money from Uncle Sam. Eliminate the government money and you'll eliminate the quotas and AA programs.
