Cowards and hypocrites

How do you know if you have been down voted? Do people actually use that button? Thanks I'm new to this community.

You will be blocked from leaving meme comments until "your reputation with the community improves" or something to that effect. Also they will make you wait like 6 minutes between comments. That only happens when you get downvoted a lot. One group here was using it to punish people for disagreeing with them.
