There is a difference between "will not" and "cannot." People who are able bodied but won't work do not deserve to have any of their needs met. I can't remember who said it but there is a saying, "Hunger pains are a great motivator," or something like that.
But Scripture is full of commands and principles regarding helping those who are lame, blind, crippled, orphans, or widowed without anyone else who is responsible to help them first.
I think the system that we have in the USA right now is pretty good because it gives financial assistance to disabled people. I have been on disability for 15 years and in January of 2020 my disability will run out because I just received a kidney transplant.
I still wanted to work so I found a job that hired disabled people. I didn't want to be lazy and I didn't want to live off of just a disability check each month.
I realize that my disability didn't hinder me from working and some people are literally physically or mentally incapable of working. But I worked along side people with down syndrome, other mental health issues, "flipper arms," who have their legs in braces etc.
So I have no sympathy for people who are legally disabled but physically able to work yet they would rather live off of a monthly check and other charity than apply themselves and do some work.
