The bakery DID offer to provide the cake, but the employee was concerned about copyright violations. All the young woman would have had to do was secure permission from the Trump Campaign to use it on the cake. Same as when my wife got me a Batman cake for my birthday 9 years ago: the bakery had to pay Time-Warner for the use of that copyrighted character. (whether it was an annual license or a per cake fee, I don't know) As the store had no agreement with the Trump campaign, and the employee's misunderstanding of the store's copyright policy, it was not a refusal to make a cake because the employee was not a Trump Supporter
