It would be tough trying to beat using the IRS as a weapon, getting an American ambassador and 4 military men killed, selling guns to a drug cartel and later those guns being used to kill a border patrol agent and one other american, refusing to prosecute a woman that committed felonies while in office, refusing to prosecute Black Panther members who intimidated voters and the polls, Giving Iran Billions of dollars so they can continue their nuclear weapons program, members of Obama's Secret Service details getting drunk on duty and paying for hookers, Funneling money to "Green" companies in exchange for campaign contributions only to have those companies go under anyway and the Dems and CEO's of those companies walking away with millions, Obama's cronies trying to cover up the VA scandal and refusing to hold anyone accountable via termination, just gave them lateral transfers, spying and "wire-tapping" members of the Associated press, having an attorney general resign because he was being held in contempt of court and unmasking and spying on presidential candidates and their family and staff. That would be a pretty difficult benchmark for Trump to meet, much less beat.
