That's true. People don't realize (or they forget) that Nazism is a political movement (National Socialism) and not the German armed forces! You had to be a Nazi to be a soldier, but you did NOT have to be a soldier to be a Nazi. And you had to be a Nazi just to basicallly survive and have a halfway decent life in Germany at that time. You were given the choice (if you weren't a Jew) of join the National Socialists, or go live in another country.
Saying "All Nazis Are Murderers!" is the same as "All Democrats Are Murderers!" or "All Republicans Are Murderers!"

As goes for stating that all muslims are terrorists, which of course is untrue. However, nazism as a malignant totalitarian ideology became a forbidden ideology. As for islam...
