The guideline is there, and should be followed if presented to the imgflip community. It's there for a reason, bottom line, it costs more for a mod to look up the caption on Google translate than if it were in English. It's also a warning that, should you post a non-English meme, don't get upset if it's flagged and reverted back to submitted status. For the most part, I think these memes are made for use elsewhere, and don't realize they have to be submitted for their audience to see them. Take user JeffTims. Over 5000 creations and not a single comment or submission, yet he made the leaderboard. He makes the memes, posts links to them elsewhere, and doesn't submit them here. At the current rate, he'll be off the leaderboard shortly, as so many active users move up.
There are good reasons why that suggestion is in the guidelines. Don't be surprised when someone gets upset and flags it.
