I partially agree. But I believe that there is a varying length of delay before a meme is featured. I submit 3 memes every day at about 5:00. Some of those 3 are featured fairly quickly, while others don't feature until late in the afternoon, or even early evening. For the ones that feature late in the day, many of them get good views, and a few upvotes, comments, etc. But it's like starting the Boston Marathon 8 hours after the starting gun sometimes.

The difference in time between posting and featuring varies greatly . I always post in the morning on the east coast .
