A Reason To Fear Canada

I can think of two possible meanings for this meme.

Such as?

1. Americans should fear Canadians because a lot live near the American border (not much of a reason to fear Canada).
2. Countries should fear Canada because attacking Canada has a good chance of collateral damage on America (a good reason to fear Canada).
