Well, Jean-Luc DOES have an artificial heart. As for the parking, just have your doctor fill out the form and you'll be on your way. The placards are free and it does not cost extra to have the plates. I qualified before was 30. I'm looking at 60 now, so just over half my life.
Yeah, it's a pain to qualify, literally but I usually get the good parking spaces.
