For one thing, they greatly delayed Cabinet confirmations, by - for example - not even showing up to the meetings (which then meant there was no quorum (minimum required to conduct the meetings/hearings or cast votes)... There are many ways to at least slow processes -- and yes, they have been and are still being done...

thanx!.... Keep in mind, the Republicans (many) do not back what Trump is trying to do -- this is about 'establishment' (D's AND R's) versus Trump.... Oh, and don't forget the 'shut down the government' arm-twisting.... the D's have enough in Congress to be able to do a 'shut down' -- and of course (as has been done before) turn the blame around, through aid by their sympathetic 'media'.... Btw, it's possibly really the 'Media' that is in charge; if you can control information, you control the people....
