I use the bucket of manure method. Throw a bucket of manure against a wall and somevof it will stick ;-) It's the same theory Rowan And Martin's Laugh-In used in the 60s, and it worked. I am for the hot pages, three to six. I make it often. From there, if it's really good, it will get more coverage and can go to pages two and even one.
The key is not to be afraid to make a funny comment on other people's memes. Meme comments are the best, because they continue racking up points long after comments stop. Plus, they help people get to know you.
As if this morning, I averaged upvoting 81 memes a day. I don't always comment, but I average about that many on my own and others memes. Maybe more. Gotta crunch those numbers.
Yesterday's last minute beg, for me, didn't bother me. I'd been sabotaged by the mods not featuring my memes yesterday. The two they held posted today and, had they featured yesterday, would have put me over my goal. My meme comments weren't begging for upvotes. They were germane to the featured post. Take the Odin meme I posted here. It was my reply to your meme. Not all are serious. One user posted a y u no upvote my memes one night. I took the y u no guy, mirrored him and replied y u no post memes worth upvoting. He got a total of two upvotes on his meme, but I got about ten on my reply. The reason? People that will upvote are starting to check profiles. Turn offs are low number of posts, a large number of posts begging for upvotes, and outright poor memes. I upvotes this one as a comment tax, but also because it showed a bit of creativity in the fact you produced a poem to get your message across. Actually, that last item was THE deciding factor. Yes,I checked your profile and was ready to upvote any that were good enough. I only found one, not because that's all you had worth upvoting, but because I'd already upvoted the other, IMHO, good ones.
If you need inspiration for future memes that can make you noticed, the internet is full of ideas. Google stupid people and see if you don't come up with an idea. Warning, avoid politicians. Political memes are poison because you have two factions and the one with the opposing view will often downvote your meme back into submission. You have to have a lot of support and alts to get those to stay up. Anything else is pretty much open targets, but stress the humor.
