Yeah, people keep using that happy-face one and me being a sci-fi fanatic in those days and likely seeing all The Next Generation I didn't remember that episode.

The only place that shot would have been in the actual show would have been in The Naked Now, but it wasn't. Check online and you should find outtakes from meh to outright hilarious. The giggle one, for example, IIRC, was Stewart's reaction to him flubbing a line.
