Most people can't handle walking or driving anywhere when there's a crowd, so eventually you'd have people flying around in jet packs crashing into one another.
Then there would be those that wanted to text and jet pack or drink and jet pack, which would just make it worse.
Hmph, well maybe you have to go through some paper work, and have a certain license to obtain one, and when you do get one, you're only able to use in.an empty field, or building for jetpack use. Something similar to firearms.
