So I found out he appears the European version of the game. :o

No I watch a playthrough of the European version of the game and he was no where to be found

But the European version do have the most difficult mode in luigi mansion
The mode includes
Everything is mirrored left to right
it's much darker in contrast to the main mode
some ghosts that appear later in the game will now appear earlier
and Boos have more health and are more difficult to suck up with the Poltergust.

And one more thing
It seems that my submits is taking bloody long time
about 9 hours to get Featured T_T

Oops I was trying to say that you could access him with cheats. Wow, never knew the minor details they changed to make the game even harder to play.

The most funny thing about the hard mode is that boos are bloody mental in it
Like some have really large heath pools
and some go really bloody fast
