Apparently downvotes affect comment reputation. If your downvoted too much you can't make meme comments, and if I understand correctly it limits how much you can comment more than it already does.

It has been happening a lot to some users.

Do you happen to be one of those users affected?

Not quite, but one time after being in a political debate (I know, stupid) - the other part got really personal and I just ignored it and was being factual; right after, almost everything of mine was downvoted. But that's what can happen in here.
