I get what you're saying. Looking at some ancient (and current) barbaric practices it's more accurate to say that God allowed the potential for evil by allowing people to make their own choices.

so he's not all knowing and didn't create everything?

I believe that God knows the end from the beginning but His Sovereignty also allows for us to choose good or bad. I think God is at times astonished at the bad choices some people make...not because of He is ignorant but that there are certain things He chooses to not know.
