Jury nullification is a state issue, and only a few states have it. It is so the pepole have one small bit of power against their local politicians. It has nothing to do with any of the USC, or constitution.
Jury nullification is a juror issue and both State and Federal courts have juries. Every juror has a right to weight the evidence presented, to consider whether it can be trusted and say "not guilty."
