All the dead ones did!
Seriously, someone was going around Sun City Nevada, where all the old people live and asking if the homeowners were dead... not even tactfully.... and then claiming if they had died, that they had to collect their paper ballots books!
How do I know?
Cause some young woman in a shiny black, sporty Cadillac came to my parents house asking, almost demanding their ballot pamplets with the mail in voter form!
I tried for a week to call the voter fraud line and was never able to get through! :-(
