Correct, when you get a raise or a new job you have to make sure your new pay is well over the next tax class or you will end up losing money as you move up.

I think the cigarette tax was simply a governmentally sponsored ploy to appear concerned over public health without hurting tobacco growers.
Also - those nasty "cigarillos" are not taxed the same as cigarettes which allowed them to remain a dollar or two a pack. Many smokers just switched over.
Besides, "big tobacco" is just peddling their "cancer sticks" overseas in volumes greater than domestic consumption. AND, $6 pack of Marlboro averages slightly less than $2 a pack in other countries!
It is not discouraging work as much as people begin failing to report tax; laffer curve. Government's then find alternative tax structures with probabilities of success, creating to points on a theoretical laffer point, full success (all taxes from that income collected) and full failure(the agent took full advantage of the government); the slope of which intercepts the cdf of taxes collected multiplied by the theoretical laffer curve (Henry's curve) at a single point that changes with every government tax move(Henry's effect).
