Ground plane is 90 degrees from Antenna. Back in the early days of CB RADIOs people would mount flexible antennas forward to compensate for "Wind Bending"... but today's CB users mostly have solid, stiff antennas that don't bend in the wind ... tilting a stiff antenna just messes up your radio usability... which they try to compensate for with fancy gadgets like amplifiers and power microphones...
