Redistricting is done by the governor. In all but a small handful of states, the rural population outweighs the metropolitan one, so gerrymandering encroaches on built up areas to make the rural districts safer for their Congressman. Thus, added up across the nation, the House of Representatives favors rural America.
So instead of liberal cities ruling against everyone else, we have the situation where rural America has more leverage over politics than cities.
