so for the 4th time in History (228 years, 57 elections, thus a rate of 7%) it happens and suddenly it needs to be repealed...

correct me if I'm wrong but Congress has been Dem from '04-'12?, Obama has been in office since 08 so if they had seen any serious Problems why didn't they make any motions to change anything or Call attention to it in the wake of "Bush/Gore 2000" especially as I recall (according to wiki) the Popular Margin was more than Double this years and the voter turnout was 19 Million less
