He played Dr. Raymond Cocteau if that helps. I've never seen Demolition Man so I thought you were mistaken. That's Nigel Hawthorne who I mainly know from "Yes Minister" and "Yes Prime Minister" a political sitcom from the 80's which could easily have been written last week:
