We're talking about a human process here. We shouldn't tolerate malicious action when we detect it, but there is a level below which it's fair to say we can accept knowing is out there without proactively crushing. We don't have the resources to make the process perfect.

the guy in the o'keefe video seemed to have a pretty good idea what was going on in NY. the DNC also seem to have a fair idea what's going on everywhere else. I'd start with those.
