Yes,I believe that too. However,the Soviet Union collapsed during the Bush administration and the necessity for a shadow government and clandestine deal making wasn't there any more. Government could've and should've been run mostly on surface level, but instead we're mired in corruption and American citizens are treated like special needs children that are only told anything based on necessity,no thanks to the media who are supposed to be our watchdogs
