It's not exactly anime but I figured you might like it. It's by an artist called Rob Gonsalves. :)

What kind of form of art is that, I've seen many examples of this type of art, I think I can assume they must be done by him!

His art has been described as "magic realism". I only know about him because I have his calendar. There's plenty of stuff online about him - he's only in his late 50's so there's much more to come. It's almost as if he blends two pictures into one. Glad you like it :)

In all seriousness, the top is the anime world and the bottom is real life. The top has a painted look to it with minimum consistent lighting in the trees, as well as two completely blacked out figures walking along a path. Also the water is very muddy with little reflection, which is often used for animators to be lazy and not redraw the background or characters. However, the bottom has the consistent lighting of the real world and a clear reflection in the lake.

You probably won't understand this but it's a video game reference from Undertale, also can't say you are right or wrong until the meme is at least 2 days old or until I say the answer. :)
