Here is what the artists had to say about that: A little mock-up article to reflect the general story behind this deviation. I've been toying with the idea that like Peach and her Toad minions, and Rosalina and her Lumas, Daisy ends up being the de facto royalty for the Shy Guys. Nintendo has been putting them forward as a more friendly species and I personally think it's just plain cute. With inspiration from Daisy Circuit from Mario Kart Wii, which is depicted as being the current site of her palace, I wanted to create a busy scene where Daisy parades through a street full of cheering Shy Guys, much like the bombastic parades you see in places like Brazil.
